Editorial Comment
Although the President of the United States, his Wife and Daughter have had considerable problems this letter clearly brings out the humanitarian care that they feel for others and a further indication that the Institution’s strategy to build the ORE complex is right for all the peace-loving people of the world. If it were not for compassion and real understanding by the few, the world would be a far less caring environment than it is today. Without these feelings, the reason for why we are here would be hard to find.
Welcome To Scientific Discovery!
Scientific Discovery is the bi-monthly publication for the members of the institution and the followers of the ORE-STEM development from throughout the world. Towards the year 2000 the institute will set out the necessity and reasons to why we have to build the ORE complex for the benefit of mankind. This will take the form of international analysis and their comparison with the ‘Western’ economies and the emerging Asian economies together with an insight into the socio-economic implications for the advanced industrialised nations of the world.
Nuclear Weapons Expansion
The threat or use of Nuclear Weapons escalated with the recent tests by India and Pakistan. The growing proliferation of Nuclear devices will undoubtedly increase tensions in the world. In this never ending scenario the ‘West’ should be for ever grateful that the USA had the weapons first and not the antagonists of war. World peace has been the result and for no other reason.
British Government's Nesta Initiative
The WIF has been formally asked if it would participate with the British Government’s new NESTA Initiative. This is seen as the most creative initiative that any British Government has put forward since the end of the Second World War.
NESTA
NESTA (The National Endowment for Science, Technology and the Arts) is being established by act of Parliament as an independent trust (not having charitable status) using an endowment of £200 million from Lottery-sourced funds.
It's remit will cover the whole of the United Kingdom. Annual income of approximately £12-£15 milion will be derived from interest on the endowmant. It is expected that the Bill will receive Royal assent in early Summer 1998. Until then, NESTA only exists as a small interim body called 'Shadow NESTA'.
The objects of NESTA are to support and promote talent, innovation and creativity in the fields of science, technology and the arts.
The means of achieving these objects will be:
helping talented individuals (or groups of such individuals) in the fields of science, technology and the arts to achieve their potential
helping people to turn inventions or ideas in the fields of science, technology and the arts into products or services
- which can be effectively exploited;
- the rights to which can be adequately protected;
and
contributing to public knowledge and appreciation of science, technology and the arts.
NESTA might run some pilot programmes during Autumn 1998 with full programme launch expected to be in April 1999. These matters will be decided by the Chairman and Board of Trustees who are yet to be appointed.

Comment:
£12-£15million p.a. will not change the immense global challenge of the emerging financial and technological prowess of ASIA but it is the British Governments first real attempt to off-set this future reality. In the eyes of the WIF, it is a start to show the way to the ‘ORE’.
