This is Scientific Discovery which is the monthly publication for the members of the institute and the followers of the ORE-STEM development throughout the world. Towards the year 2000 the institute will set out the necessity and reasons to why we have to build the ORE complex for the benefit of mankind. This will take the form of international analysis and their comparison with the ‘Western’ economies and the emerging Asian economies together with an insight into the socio-economic implications for the advanced industrialised nations of the world.

Virtual Reality software of the ORE-STEM complex
A 2 year commission has been placed with Colin Bradley and Chris Wade, both leading information technologists to create and develop a visual 3-D representation of the ORE-STEM complex. On completion the software will be posted and appear on the institute’s web site which has un-limited domain capacity. Internet readers and explorers will be able to move through the whole of the complex in a virtual reality mode, travelling up and down the arterial road systems, entering all buildings, going up and down staircases, in and out of the different levels of the Cobra Tower Research Centre and it’s unparalleled laboratory facilities. The completed version will be available to all Council Members on CD disk free of charge.
Utilities Installations
Considering the huge development of the ORE-STEM complex with the first phase costing US$20 billion (in present worth terms), the institute has determined which major utilities company will be hopefully undertaking this vital infrastructure work once the immense scheme is under way.
General Comment
The institute’s strategy is to partner with people, organisations and establishments that are well known to them, so that when ready the ORE’s transition will be speedy and will be completed with little or no conflict of interests. The institute does not propose to undertake the project on the lowest tendered cost scenario which brings disaster after disaster within the construction industry. Most major projects in the United Kingdom are plagued by conflict brought about by this inherently adversarial method of developing our structures and infrastructure. The ‘ORE’ will break new ground in this respect as the whole concept incorporating design and construction will be project management driven. The world’s largest on-going project will require technological management to be at the forefront of best applied management techniques. In this respect the rapid success of the ORE will depend upon imaginative and innovative thought processes. If nothing more, it will learn the world of construction about how to minimise costs, increase quality and develop faster a new breed of advanced leading-edge technological buildings for the world of tomorrow.
